DTC 21-03: CAN Vehicle Speed Stuck ON

NOTE: 

• Before you troubleshoot, review the general troubleshooting information .
• Troubleshoot any PGM-FI system DTCs first - Refer to: How to Troubleshoot the Fuel and Emissions SystemsHow to Troubleshoot the CVT System(CVT System) .
• Even though the system is operating normally, the EPS indicator may come on and set DTC 21-03 when you raise the engine speed repeatedly with the vehicle stopped. Review the how to troubleshoot the EPS .
• ABS or VSA DTCs may set during this troubleshooting. If so, clear them.

• 1. EPS system check:

  1. Raise and support the vehicle , and allow all wheels to rotate freely.

  2. Start the engine.

  3. Turn off the VSA function by using the VSA OFF switch.

  4. Run the vehicle while in the D position.

  5. Check the parameter(s) below with the HDS.

  Is the vehicle speed indicated?

  YES 

  Intermittent failure, the system is OK at this time. If the freeze data/on-board snapshot of this DTC is recorded, try to reproduce the failure under the same conditions with the Freeze data/on-board snapshot.

  NO 

  Go to step 2.

• 2. Gauge control module operation check:

  1. Check the tachometer and speedometer.

  Are the tachometer and speedometer working correctly?

  YES 

  Go to step 3.

  NO 

  Go to gauge control module troubleshooting .

• 3. EPS control unit check (update):

  1. Update the EPS control unit if it does not have the latest software .

  2. Raise and support the vehicle , and allow all wheels to rotate freely.

  3. Turn the vehicle to the OFF (LOCK) mode, then start the engine.

  4. Turn off the VSA function by using the VSA OFF switch.

  5. Run the vehicle while in the D position.

  6. Check for DTCs with the HDS.

  Is DTC 21-03 indicated?

  YES 

  Replace the EPS control unit .

  NO 

  Troubleshooting is complete.
