When Monitored

This diagnostic runs continuously when the following conditions are met:
- Ignition on.
- Engine speed via Controller Area Network (CAN) is above a calibrated value or engine speed via CAN is invalid.
- No jump start identified when:
- System voltage is greater than a calibrated value after Transmission Control Module (TCM) startup within a calibrated amount of time.
- Shifter position is PARK or NEUTRAL.
