This diagnostic runs continuously when the following conditions are met:

Battery voltage is within a valid range.
Calibrated amount of time has expired after the actuator supply voltage circuit is switched from on to off or from off to on.
Power supply is switched off.
Transmission Control Module (TCM) in initialization.
